David Alsop, President. David as been a director since 2007and has been a North Shore resident since 1973. He has had a long and varied career as a senior executive in businesses based on the North Shore including Versatile Pacific Shipyards, Vancouver Wharves and Navigata Communications. He has also served as president of the North Vancouver Chamber of Commerce, and has been a member of the DNV Community Services Advisory Committee.
Pat Scarlett, Past President. Pat, a registered dietitian, operates a small business specializing in nutrition policy, research, marketing and communications. She has over 25 years experience with a national association with the responsibility of planning, implementing and evaluating nutrition programs and conducting liaison with the federal government. During her 30+ years on the North Shore, she has participated in a number of volunteer activities.
Norman E. Smith, Vice President. Norm has been associated with the NSCF since its inception in 1988. He is a retired Project Manager from the Mapping and GIS business area. Norm has a broad background in small business and project management both domestically and internationally. He has been an active volunteer professionally and in the community over the past 25 years.
William A. (Bill) Heese, Treasurer. Bill has been a Board member since 1995 and has served as Treasurer for seven years. He worked in a variety of management positions in the automobile insurance industry for twenty seven years, retiring as vice-president and chief financial officer. He has served on provincial and national social service committees, and on the board of directors of a nursing home.
Jackie Morris, Secretary. Jackie is a new director (starting in 2007). She is a lawyer with 22 years experience, now with a home-based practice in Upper Lonsdale limited to wills and estates. In 2005 she started a free legal clinic for North Shore seniors, located at Silver Harbour, and continues to volunteer there along with 5 other North Shore lawyers. She is a Master Gardener and on the executive of the Lynn Valley Garden Club. She has lived in North Vancouver since 1989.

Sheila A. K. Gilmour, Director. Sheila Gilmour has been involved with the Foundation since it was founded and has chaired the Grants Committee during that time. Originally from England, she pursued her nursing career in Canada until marriage and a growing family of four occupied most of her time. She has had volunteer experience in planning and development of North Shore Services and has advocated for children, youth and seniors.
Chern Heed, Director. Joined the Board in 2007 and has lived on the North Shore for 28 years. He spent the first 16 years of his career in the engineering field and subsequently 20 years in airport planning, management and operations in Canada and abroad. He has served as the airport general manager of both Vancouver and Toronto’s Pearson airports. Mr. Heed’s international experience includes five years in executive positions responsible for the planning, management and operation of the new Hong Kong Airport. Since 1999, Chern has worked as an airports consultant, including advising on redevelopment of airports in Nassau, Bogotá, Moscow and the development of the new airport in Dubai. In 2007, as a member of a 3 person panel he completed an 18 month review of Canadian aviation security and as well, an airport security analysis for the Air India disaster inquiry.
Andrew Hoffman, Director. Andrew joined the Board of NSCF in 2008. Originally, from Ontario, Andrew now lives with his wife and children in North Vancouver. He is a Chartered Financial Analyst (CFA) and has worked in the investment industry since 1991. He manages investment portfolios for individual and charitable clients with Leith Wheeler Investment Counsel Ltd. He volunteers with Ronald McDonald House BC, is a member of the Estate Planning Counsel of Vancouver and CFA Vancouver.
Janet Morningstar, Director.
Janet joined the board in 2008 after serving on the grants committee. She is a longtime resident of the North Shore, growing up in Edgemont Village and now residing in West Vancouver for the past 22 years. She retired from a 33 years teaching/counselling career with the Vancouver School Board. Janet served on the North Vancouver Community Arts Council as a director and chair for 7 years. Here was she very active in the NVAC International Film Festival. She is very active in her community, is on the curriculum committee of Eldercolege, a volunteer for the City of North Vancouver and The West Vancouver Senior Centre.
Lizette Parsons Bell, Director.
Barbara Pearce, Director. Barbara joined the Board of the NSCF in 2004. She has spent more than 20 years working in the investment industry. She is a Chartered Financial Analyst (CFA) working as a Portfolio Manager with RBC Dominion Securities. Barbara specializes in helping high net worth individuals achieve their life and financial goals. Barbara has spent most of her life as a resident of North Vancouver. After growing up in the Canyon Heights area, she now lives in Lynn Valley with her husband. Barbara also happens to be the daughter of one of the founding members of the NSCF, Marie Pearce.
